Guo Xu is an Associate Professor at the Haas School of Business at the University of California, Berkeley, a Research Associate at the National Bureau of Economic Research, and an Affiliate at the Bureau for Research and Economic Analysis of Development. His research lies at the intersection of political economy, economic history, development economics, and organizational economics. He studies how public- and private-sector organizations select, recruit, motivate, and allocate talent, and how the quality and structure of bureaucracies affect economic development. His work examines topics including civil-service performance, political ideology, personnel systems, state capacity, and the historical development of public institutions. Xu received his PhD in Economics from the London School of Economics and Political Science and is a Co-Editor of the Journal of Law, Economics, and Organization.
